so this indicates that they dont need the money and secondly if they get a big contract and need money they will be able to raise that cash at a much higher price or raise the money thru various means with RBC, such as loans, non convertable debs, etc....
the sellers this am are probably the ones holding the shares with the warrants. They were hoping for a big jump in share price so they could sell some shres tofinance the exercise of the warrants.
