I think you may have to look at the remark in the context of your discussion with IR. For now, via press release and the last quarterly meeting, Quarterhill has explicitly ruled out a one time dividend as a way to return cash to investors. They have also stated that they intend to grow the ITS side of the business with Wi-LAN licensing revenue providing the funds. Given this information and that an Apple appeal decision is 11 to 19 months out, you can decide if now is the time to rethink your investment.
Personally, I think the NCIB will minimize downside to the share price. I am willing to give Paul Hill 12 months to see if the ITS growth strategy can gain traction. An Apple payout will increase Quarterhill's cash by $2+/share. However, a successful ITS growth strategy could propel the share price much higher than that.
