If you are expecting a new high today, I'd say the likelihood is close to nil. Also, I think you might want to go back and look at your chart - I don't see highs being exactly 4 weeks apart.

My suspicion is that the stock will be higher at the end of next week following the throne speech, assuming that what the Environment minister said reflects upcoming government intentions.
