RE:R/S price

Why do this RS at 0.75 or0.08 when they could do it at a higher price like 0.15 or 0.20.They could release some news to raise the price just before the RS. I would prefer a dilution giving us $1.20 -$1.60 , this way we could have more value in our hands. Why are we trying to hurry things? Difficult to understant.
