Why hasn't Moneta shot up in price?

Why hasn't Moneta shot up in price?I rarely invest in mining stocks,,,prefer small cap medical stocks. But invested in Moneta on the advice of someone in the industry. Years ago I invested in a gold stock. Bought it at .24. It went down to .16 and after the first drilling announcements came in, it went up to .70. That was just one drilling report, which showed less promise than the average of the many positive findings of Moneta. Now Moneta has released a report showing the feasibility of miniing the over 3 billion dollars (I think) and growing gold in the ground. Why hasn't the stock shot up?

I realize that in order to mine the project the stock will likely be diluted and debt taken on. But can someone explain to me why the price hasn't skyrocketed? Is the stock being manipulated so the big players can buy in cheap and then allow the price to go up? Would appreciate your answers.
