The Shorty Creek Project is located 120 kilometers northwest of Fairbanks, Alaska and four kilometers to the south of the all-weather paved Elliott Highway within the Livengood-Tolovana Mining District.

I don't know how unemployment rates will reach lower levels... When (not if) COVID waves come back in the winter time, the unemployment rates SHOULD NOT reach lower levels. There will be a surge in unemployment in my opinion.
