mj Down - Institutions Loading Up ??

It seems, no matter where I look in the mj sector Institutional Ownership is on the rise. 

A notable exception is ACB. 

Generally speaking however, net Institutional Ownership of mj is on the rise, if what I'm seeing is accurate. Take a look at the ownership listings of APHRIA, TILRAY, WEED... pick a name. Any name. Take a look. 

From what I see here, the entire mj sector has been heavily shorted and the big boys know it. Help me out here. Please.

It's outrageous! It's so bloody obvious! It's just too ridiculous!

All this going on with the MORE Act on the table and a U.S. Presidential Election at hand.

This is just too rich. Holy mother, Mary!
