Why BBD restructuring has failed thus far.

Why BBD restructuring has failed thus far.
Basically they have moved far to slow, burned cash as fast as they raised it. They needed to take decisive action much, much faster. As for Caisse, those vampires sucked about 1.5B out of BBD in just a few years. So with 4B in net proceeds, massive cashburns emptying almost 1.2B USD in 6 months alone. How on EARTH they dig themselves out of 10B in debt I am not sure. really no idea here. 400M from Aerostructures that is 6 months interest burn alone. Does anyone see a solution to this puzzle?  8-900M in annual proceeds from the Jet business will not take down this debt appreciably.
