Where's the catalyst for this stock?

Where's the catalyst for this stock?Is it stimulus?  News/New contracts?  Robert McWhirter?  I suppose the continued good news on this stock is it's formed a base and doesn't really go up or down, but it's currently dead money.  Hoping for some excitement soon!
