Just utter stupidity ... if he's not BCG-unresponsive yet, then he can't participate in the Theralase trial per the exclusion criteria.  Besides, he's in the US, the border is closed, there are no US trials yet, and it's not likely he would pass the screening criteria.  
First, he'd have to be convinced himself, then find a doctor to treat him under the Right to Try rules.  That doctor would have to be trained in the protocol, and Theralase would have to cooperate by providing the drug, the laser, and the computer backup.

At this time ,I'd put the probability somewhere around 0.000+.
