Mackie has a wealth management division, so they would market shares to their own preferred private clients first.
They would also call buy-side people around town, at other investemnt banks, hedge funds (who really like warrants), institiutional investors (funds managers of any type), high net worth individuals, or any liquidity manager, etc.
Finally, they can keep some themsevles, sell to anyone they want (family, friends, etc.), and even sell back to anyone at PYR who wants some.
Regular investors could theoretically get their own broker to contact Mackie on their behalf to ask to buy some shares, but its likely there's none available, as this was a small offering and it's gonna sell out to their own connections first.
