By seeding doubt in the process or the test or the results or any coincidence that would lead to doubt, with the goal being other investors sell a portion of their holdings. Misunderstood timeframes reported to create lateness and panic, suspected political interference to create doubt, suspected foreign company lobbying to create delays, and many other arrows as well, all seemingly in the effort to help the average investor by creating a tinge of that doubt to convince some to sell some of their position. When the HC finishes with this new technology and feel it would benefit society and not give false readings and can be supplied, it will do what is proper, but not because others order them to pass it. What would be the point of hiring experts and saying this is how you do your job, in time they will be accountable for their actions and if they were warranted, but not during the process, being a new technology and regularly taking a year or longer we should be honored to own shares in a company that has progressed to this stage so quickly.
