And yes, after seeing this last news it's clear there has been a power battle inside Ingemmet. Vilca has been trying to get a pardon for PLU since before she was appointed as Minister of Energy and Mines, and when she finally was appointed as Ingemmet's President she tried to issue the pardon herself but faced stiff resistance inside the instituion.

Why would Ingemmet's servants be against PLU interests? To answer this question, we have to go back in time to the day were this whole issue started: July 2nd, 2018, which was the last day to pay for the validity fees corresponding to year 2017. PLU was able to pay in the bank within term, but wasn't able to present the written accreditation request (with the vouchers attached) before Ingemmet's closing hours, and that "late accreditation" was used as the legal base to the declare the expiration of the 32 concessions.

Why does Ingemmet requires the presentation of a written request? Because that's the only way for them to know who has paid what. If they have let PLU present the accreditation request later, then other concessionaires would feel entitled to do the same, and all of a sudden Ingemmet's processes would have become a total chaos. Given the limited resources Ingemmet has, you can imagine what would that mean for the servants resposible of day to day operations.

So, when these "operative" servants started to feel Vilca's pressure, they said to themselves "we won't allow a political authority with an obvious conflict of interest to tell us how to do our work" so refused to support her in her quest to help PLU, and even reported her conflict of interest to the media. Remember El Comercio "sources"?

Finally, Vilca decided to confront these servants and told them "if it's not through a pardon, how the hell are we supposed to solve this mess?", to which they responded "if PLU wants those claims so badly, why don't they just pay for them?". And Vilca said "Is that possible?!"...
