If it's not the transformer...then what's the sticking point?

We are end of October 2020.  License was granted July 2, 2020 for LBF.  The last corporate update from August 31, 2020 shown below indicates we were set to commission in the month of September.  Not that I want to get into timelines but the guidance I saw indicated this was upwards of a six week affair, which would have put us into mid-October 2020. 

Full commissioning of the equipment is expected to take place with the Italian manufacturer's representatives on site in Long beach in September. Once commissioned, the carbonated Tinley's(TM) Tonics products will be produced, along with additional runs of the Tinley's(TM) '27 product line that is expected to be needed for replenishing distribution and retail by that time.

If my watch and calendar still work we are hovering around the 8 week mark at this point.  Has anybody seen any carbonated products yet? Assuming they have had issues, which given the nature of the work being done should come as no surprise.  Does everyone feel as though it is a reasonable expectation that the facility is commissioned by the end of the calendar year 2020?

Also someone '@AngusEast' made a comment on ceo.ca yesterday that our new COO was buying on the open market.  First I never saw any announcement we had a new COO and Second canadianinsider.com shows no buying of TNY stock in the last 6 months.  Can anyone shed light on these?
