RE:Approved for Phase 3!?

If the iformation is correct ( which it looks like it comes from a reputable source ) how could the FDA agree to Algernon going in to Phase 3 without seeing any data ???? unless things are moving along faster than we are aware of? and the FDA has seen some test data??
