Well, yeah, they seem to be a new buyer today at $0.73. However, they were a new seller recently, as evidenced by Kodiak's recent post showing house positions. In the previous month, it looks like Velocity Trade had sold a net 203,500 shares, also at $0.73. So in fairness, I don't know if we can draw any conclusions from that.
