There's no way authourities entertain this in a serious way, especially making a stink so many years (and millions spent) after the project has begun. The benefit they are receiving from the hundreds of millions being invested via high paying jobs is more than enough reason to accept it with open arms. My guess is they give the tribe a seat at the table during site planning (to make them feel important), and maybe an immaterial monetary concession (or some type of public works investment) to make them happy.
There's almost zero chance IMO the quebec gov allows this to side track one of the most strategically important projects in the region. Not to mention the terrible precedent this would set and future investment it would deter, opening the door for any first nation to step in at any moment and demand money.
I'm a buyer on weakness.
