I think you're EXACTLY CORRECT Mazz45.
Like almost all products demand needs to come from the 'bottom up'. It's not an easy sell to slow, bureacratic public sector bodies (or even private sector groups) if there is no impetus from their 'constituents' (i.e., the 'public', or 'end-consumer') who stand to benefit from the safety it can provide).
I would have to agree that many 'buyer groups' (public or private) that may be looking to invest 5,6, 7 or more figures in this may be reluctant without those they are responsible to confirming it's the 'right direction' and that it is a priority for them.
I completely agree with your advice. I think that once installs are completed and 'live case' proof-of-concept (and market acceptance) is established, then it will be a race to get in line for these units before anyone else.
