You seem to be forgetting that the dividend was suspended because the balance sheet needed attention post the purchase of Royal early in the year. All issuer bids require available cash to fund the purchase of the shares. Protecting the share price with the lowest buys seems to be prudent until the balance sheet is sound enough to reinstate the dividend. Historically the CEO and Board have been content to operate at 2X Debt/Ebitda, which is slightly below the current ~2.5X. It should also be realized that no dilution occurred with the Royal  purchase or any prior.
