One of the most efficient ways to rebuild an economy would be to legitimize cannabis to take it off the illegal economy. You would have construction, agriculture, retail, manufacturing, transportation and hospitality have an uptick. And you wouldn't be adding more of your population to prison. The federal government could still collect taxes from Colorado while it's illegal in the Carolinas
If they decriminalized it federally states could still keep ot illegal if they "wanted" as you said, I agree. But why would a state ban it to only make their citizens add taxes to the state next door. New Jersey is about to have a boom with all the New Yorkers and Pennsylvanians about to enter for weed tourism
I'd be surprised if Democrats won either Senate seat, althought I'd be happy with one. In either case, I don't see it much of a challenge to get two Rebpulican Senators to pass the bill anymore. Under Trump no way but can easily see some straighforward political deal to scratch each other's backs
