Sonny your not wrong in the fact that the pouch is pre-vascularized. But it is done so the islets can become vascularized within the cell pouch and deliver oxygen and nutrients to the different cells (beta ext//) while allowing them to secrete insulin back into the blood stream. These islets are basically mini organs that need to be highly vascularized more so then the rest of the pancreas.
