My guess at this point (I don't know NSR as well as CLH (yet)): some cheap shares/options/warrants that have become free trading?

As at November 9, 2020, the Company had 524,526,327 common shares, 10,131,000 share options and 2,884,616 common share purchase warrants outstanding."
 
I believe the RTO was done at CDN$ 0.90:
 
"The Company satisfied the purchase price payable to the Orion Group by issuing 396,455,965 common shares at a price of CAD $0.90 per share. Additionally, the Company satisfied the purchase price of the Yamana Portfolio by issuing 66,500,000 common shares to the Yamana Group at a price of CAD $0.90 per share and by paying $20 million in cash (the “Yamana Cash Consideration”).".
