I think it means it has access to credit through various means. I would think that is a good thing.
My understanding is that they are doing the broad strokes for an equity offering - they get the okay from the regulators, and then when they decide to actually do an offering they have to provide a very limited prospectus amendment and they can proceed.
Benefit #1 is not having to specify a price for the offering at this point. My take is they beieve the price is going higher so don't want to commit to anything at this point.
