Obviously he didn't plan to do the Army experiment or he would have made enough vaccine to do the trial when he supplied Hagin for his experiment.....wasting more time

Goren is a very patient and deliberate individual; undoubtedly wants to be sure all the t's have been crossed and the i's dotted. No doubt there is a purpose to how he is managing things n financing and the science of the trials.
