Great question MW, All exchanges are competing against each other. Many exchanges utilize a system of market makers, each competing against one another to set the best bid or offer in order to win the business of orders coming in. Exchanges want to make money too and a stock not moving is costing them $$$

Example; look at RLV volume of 1.5 M shares trading in the first hour this morning, thats NOT a normality, just saying.
