in my opinion
BT was not given away

it was stolen in day light as the c series was stolen

thet, first created problems for

1- c series delays, engin fire, P&W delay in engin delivery, boeing bullying etc

2- for BT contracts with new tech, low price , no reasonable time fram for deliveries

that caused debt piling, then CDPQ came to help bbd by offering 1 billion loan at 7.5 - 15% interest (even drug dealers they charge less today)
(cdpq appear to help but came to destroy)
