Prior to that time, Anglo-Saxon tribal law created a simple and honest form of democracy. It called for popular elections of leaders on a regular basis and allowed them no special benefits. It put no one above the law, no one. And that extended to leaders of alliances among tribes.
Such a system is quite unlike our modern form of democracy in which many in the privileged classes are seemingly quite above the law, and are recipients of massive benefits at a big social and economic cost.
