Think owning a property and building a house!  Just because you own a property does not mean you can build a house on it!  You need a permit or licence!  So if I was a betting man ATAC does not loose rights to the property but their license to explore expires!  So they would have to re-apply for a license to continue exploration!  None of this has anything to do with actual mining which requires completely different licenses or permits!  This is totally normal when you apply for an exloration permit it is not forever!
