WTF happened?

WTF happened?I not trade a security listed on NEO before.  Someone sold a large number of shares at market is my take.  Drove share price down to .17 briefly and rebounds back to ~.225.  Is this sort of massive price swing normal for penny stocks or normal for NEO listed securities?  I have several hundred thousand shares and narrowly avoided getting my stop loss triggered hence narrowly avoided baking in ~$12k minimum in losses.  Guess my question is about whether the massive price swing today is along the lines of normal or is it freakish and totally not normal?  WTF happened is my other question.
