Co2 is much heavier than air and any leak will hug the ground versus lighter than air NG which quickly disperses. Any significant leak in the pipeline requires immediate evacuation of the area. It's a silent killer. You do not want this pipe anywhere near population. Approval will be difficult. Recall the Lake Victoria incident which kiiled 100's of sleeping people. I also question the ability to store it in deep aquafers for centuries. A single crack in that zone from any geological activity could release thousands of tonnes of ground hugging toxic gas which does not easily disperse.
