I believe the Serbs would only award the existing mine to us as long as we had a mine development plan including financing.

I believe the financiers would only fund a mining operation in anticipation of a plan and the award. I suspect financing would be readily available should the mine come available.

Qualified people would easily be paid out of the financing in the beginning and then the profit upon revenue.
