Proctor has also acknowledged the stock is undervalued.
I think part of the SP depression is lack of confidence in leadership and strategic direction. Proctor can say all he wants, but he is neither setting an example of confidence in the company (owning shares) and employing a team that can generate sales (ie. he has to ask shareholders for leads). While fundamentally the shares may be undervalued, they will continue to be that way until the true bottleneck (the leadership structure in c-suite and sales teams) gets overhauled.
