In a RTO the privately held cie`s investors in this case Fidelity investment plius some others take control of QNC by becoming majority shareholders of QNC. Once they have control they suggest a buyout of the the QNC shares to the shareholders but since they have majority the minority shareholders like u and me cant say anything. Bellido is just the orchestrator of all this. At current around 10-13 cents I expect the offer to be.
