Not true.
If you are going to compare with the water cycle you should know that "individual carbon dioxide molecules have a short life time of around 5 years in the atmosphere."
Estimates put the amount of water in the atmosphere at about 37.5 million-billion gallons of water. Like CO2 it cycles, but at a faster rate of about 40 times a year.
The actual concentrations of both are relatively stable
