Influx of money into accounts for the new year (first few January days count as the Santa Claus rally), and people setting up new positions for the 2021 tax year (no more selling off at the end of 2020)

The quarter is usually the middle of the month so it's no official but probably the 14th, 15th or 18th on the Monday
