If this is directed at IRV investors, then it is misleading.
The current situation in Japan has nothing to do with whether they want a gold mine operation or not. In country or internationally. Because they are continuing to pursue that goal regardless.
The Japanese are "on edge" because of this seemingless endless health crisis. The country is insular by nature, homogeneous, heavily urbanized, and containing a high risk aging demographic.
The conditions today are worsening. Widespread vaccinations will not commence until about the end of February . Assuming people even cooperate. The government will unlikely be heavy handed with policy nevertheless .
As for "going psycho" in dealing with opening business and international travel in light of this crisis: You don't have to observe Japan for those types of behavioral traits. I would suggest examining your own home country first.
And always remember that psychopathic behavior most often manifests itself in the ones with higher intellect. It's a common pattern.
It's the misinformed that are often most difficult, when it comes to reasoning .
