Ok then.
 
The license holder may only sell the product once they are authorized to do so and once 60 calendar days have passed since a complete NNCP was submitted to Health Canada.
 
 
It seems there are two caveats.
1) 60 calendar days which by your genius counting skills has been met
2) Authorization which perhaps has not yet been granted
