Let's use the word 'authorized' lightly here. Do a little digging and you'll see that as a license holder, you submit the form and essentially you wait 60 days and can start selling your product. Health Canada entrusts you are compliant and will contact you if you aren't is the high level overview.

However, Health Canada may contact licence holders for more information or to inform of a potential non-compliance that may be identified.
Licence holders are responsible for making sure their cannabis products meet the requirements of the Act and the Cannabis Regulations and that they comply with all applicable legislation.
While this is just my interpretation and by no means is it correct, you would think that before the NNCP was submitted (assuming it was) that they had their collective ducks in a row in order to make sure they were compliant with the applicable HC Cannabis Regulations for said product(s). Which would mean that they could have product on shelves on day 61.
