With the price of cobalt, I believe there are several factors.

-EV adaption and acceptance

-Change in governments

-Global economic and manufacturing stimulation,

And don't forget

-LME at the end of 2020 is to stop / limit the transactions of tainted cobalt and other metals (un ethically mined and negative environmental practices), meaning that major EV manufactures will be forced / required to provide paper trail of the supply chain that if they use cobalt it was done ethically. Since most of the cobalt comes from DRC, I believe this is going to put a lot of pressure on the market
