I think there could be behind door discussions with CATL as strategies likely to be in sync from now on. 
Also, I think Waldo want to be extra careful - low CAPEX will result in less dillutions. Later, when profit is in, borrowing cash will be much easier. Rock is also in play when prices for Li will (likely) to rise and though, all reports are optimistic, we never can be sure about the future.
Economies are weak and cash is the king now. Large scale projected spendings may actually scare investor (CATL is still prosepctive not actual one).

At the same time, the deposit is massive and if needed, phase 3 or 4 can be added. The alternative tech (filter or vaporataion ones) developing fast now. In 5-6 years from now, we may not need ponds anymore (or will needed for shorter time) and scaling up won't be a problem for brine.

We need production to start. Investors know the size and with cash from production we will have more drills and more expansion plans.
