On building a camp my experience, in both Canada and Oz, is that building new facilities away from existing local small towns drains away a lot of the potential value added that oil or mining discoveries can have for the neighbours.
Much better to tag on to an existing local village so that when the "Outsiders" move on they leave assets that can help sustain those communities long term. Just my personal view.
