it's all priced in to the fact the project will take few years. under .50 you are investing longterm.
Everyone knows it will be worth more in 2023-2024 it just depends on how long you can wait, it will go up eventually but it will not be 0.40 in 2023 and suddenly shoot to 3$...
It depends on your strategy to invest, it's low risk here to be honest at this market cap...
