There are only two possibilities here:
1. They believe the stock is fairly valued and stopped buying stock and want to preserve the cash to buy ITS companies.  At 2.60, the stock is incredibly cheap, trading at 3X EBITDA, when they are buying ITS companies at 8-9X EBITDA.  That is possible, but unlikely.  

2. They have to confirm the trading window every quarter.  Because they are working on a major deal / announcement and with material non public information they cannot continue the stock buyback as it is not permitted.  

You will notice that they stopped the buyback exactly at the qtr end.  Given the low valuation, I am pretty confident it is #2.  The way the quiet accumulation is happening, suggests that as well.
