Please read it. Again, they talk about materiality, but the examples they give are more extreme than production rate.

The new wells have the potential to increase current corporate production rates by as much as 30 -50% which is extremely material.
Insiders must make that information public and then buy the shares. It has to be a level playing field for all investors. Some shareholders have sold their positions in the past few days without having the benefit of the new well information to assist them in making their decision.
This is very unprofessional behavior and I am considering lodging a complaint with the securities commission.
