Absolutely. A rating is largely based upon future cash-flows and forecasts, which depend on the company to provide information to the rating agency. If the company doesn't supply the information, the rating agency can't rate.

How do you think the rating agency makes money? They charge companies they rate a fee. The company can simply say "no thank you".
