RE:I Wonder........Just looking at some old photos that I have from the Woulfe days,
Winters from 2010 to 2013 were a mild light dusting of snow (1 to 6 inches max).. I do agree that on some occasions blizzzards might dump a bit more.
At an elevation from 600 to 660 metres for the site that is the norm, but just 2km North of Sangdong there is the High1 or Highland Ski / Golf Resort that is at 1,000 to 1,200 metres.
These two sites are very far from Seoul and isolated from major towns, so I'm not sure why the resort is in a semi shut down mode.., maybe too much Karaoke singers sharing of the same microphones covered in beer and spit ? lol

Posco, underground development and Metso can do there work unaffected by Covid or Winter conditions.
Now would be the best time to do a creek diversion while there is no water flowing prior to the Spring snow thaw. ie no mud or slop to deal with.
The power and water supply deal done with the Korean Govt. is still on my mind as, if is a started, or yet to be a started project, and also the water line one could be slowed by Winter conditions due to the route they have to cut and build.
It would be great to have some on site live web cams for us to watch as the build progresses, (similar to snow cam or surf cam).
All these things can happen now regardless of Winter conditions.
Covid is another more unknown factor in the equation that can turn at any time.
