the largest shareholder is somewhat of an activist - Nantahala Capital Management. look them up. they own slightly less than 10% of the float. once you exceed 10%, there are reporting and disclosure requirements that are very detrimental for a illiquid stock like this. i don't see anyone taking down a >10% position here.
there is not really much an activist can do here - other than force a dividend? but then that uses up the cashflow to self-fund acquisitions. doesn't really make sense. long term if this stock gets big enough, I could see a dividend being a possibility given the free cash flow.
for now, it seems the largest institutional holders are content seeing management run this thing, with little intervention.
