Should we be surprised
Now we know what's behind all the action. Cheap easy money. If it's wasn't for that ACST would have been a goner. Analogous to governments using cheap money supplied by central banks to finance more debt, companies are routinely ble to create shares from nothing as long as there is easy money available to finance it all. Now, they get to kick the can and string the shareholders along for even longer but more importantly the officers get to keep their overpaid jobs whose salaries are paid for by this ATM scam. It's all just a great big circle jerk. The stupid thing is the irrational market players will probably bid the price up on this news on the mistaken belief that this buys enough time to find that BP white knight.
