You are correct!

PV Magazine is not the place to find out facts about what Puerto Rico can do or not do. The 3.7 GW is a pipe dream. The grid can only handle 600 to 800MW maximum of new renewables.

All the transmission points and capacity is tied up by the 593 MW developers including GRB.
