I pretty much agree with your assessment.
Personally, I like the concept of a short "halt" on news releases that are divulging meaningful data, such as drill core results, because it allows a brief window of time for all shareholders to make their own interpretations of the data, so as to make somewhat decisions regarding what they want to do with the stock.
It beats the heck out of what it used to be like, when more influential shareholders would receive news (whether good or bad) well ahead of the rest of the shareholders, giving them a distinct trading advantage.
